Second Call Joint MFS II evaluations of development interventions: Bangladesh, Ethiopia and Uganda and International lobbying & advocacy

NWO-WOTRO Science for Global development has launched two second calls for proposals for the evaluation of development interventions financed by the Dutch Ministry of Foreign Affairs (the so-called Joint MFS II Evaluations). The overall purpose of these evaluations is to account for results of MFS II funded or -cofunded development interventions implemented by Dutch Co-Financing Agencies (CFAs) and/or their (Southern) partners and to contribute to the improvement of future development interventions. The current calls relate to the evaluation of international lobbying and advocacy and to the evaluations at country level, specifically Bangladesh, Ethiopia and Uganda.
Evaluations at country level
In September 2011, NWO-WOTRO launched a first call for proposals. Applicants were requested to develop proposals for evaluating development interventions implemented by Dutch CFAs and/or their Southern partners in eight pre-selected countries: Bangladesh, DR Congo, Ethiopia, India, Indonesia, Liberia, Pakistan and Uganda. In the assessment procedure that followed, no proposals were awarded for three of the country studies, namely Bangladesh, Ethiopia and Uganda. For that reason, a second call is launched for these evaluation studies. The specific aims of the evaluations of development interventions at country level are:
- To assess the effectiveness, efficiency and relevance of development interventions funded by MFS II;
- To develop and apply innovative methodologies for the evaluations of development interventions;
- To provide justified recommendations that enable Dutch CFAs and/or their Southern partners to draw lessons for future development interventions.
The maximum budget available is:
- Bangladesh: € 735,136;
- Ethiopia: € 1,716,010;
- Uganda: € 1,304,264.
Evaluation of international lobbying & advocacy
The first call for proposals also did not yield satisfactory results for the evaluation of international lobbying & advocacy. Therefore, NWO-WOTRO once again invites research teams composed of representatives from academic institutions, public interest organisations and consultancy firms to submit a proposal relating to this aspect of the Joint MFS II evaluations of development interventions.
The specific aims of the evaluation of international lobbying & advocacy are:
- To assess the effectiveness, efficiency and relevance of international lobbying & advocacy programmes funded by MFS II;
- To develop and apply innovative methodologies for the evaluation of international lobbying & advocacy programmes;
- To provide justified recommendations that enable Dutch CFAs and/or their Southern partners to draw lessons for future development interventions.
A total budget of € 810,000 is available for the evaluation of international lobbying and advocacy.
The closing date for submitting proposals for both calls is 21 February 2012, 11:59 hrs.
