Pre-announcement joint MFS II evaluations

It is expected that NWO-WOTRO will launch three calls for proposals concerning the joint MFS II evaluations by July or August 2011. MFS II is the grant framework for Dutch co-financing agencies (CFA’s) that work systematically to achieve a sustainable reduction in poverty in developing countries. Twenty consortia receive MFS II funding from the Dutch Ministry of Foreign Affairs. The sum of grants that have been awarded within this framework between January 2011 and December 2015 is €1.917 million. Nineteen consortia have decided to jointly fulfil the evaluation requirements under the MFS II framework.
Evaluations must comprise baseline assessments between November 2011 - February 2012 and follow-up assessments between April 2014 - July 2014. The MFS II evaluations must be independent, impartial, and devoid of any conflict of interest. Therefore, the following selection criteria will be used:
- Researchers should not have any concurrent assignments with the Dutch CFAs concerned between November 2011 and December 2014;
- Researchers should not have had any involvement (either as staff members or consultants) with the development of MFS II proposals of the Dutch CFAs concerned; and
- Researchers should not have or have had any involvement with the cases under evaluation. This includes Southern partners and the specific target groups or beneficiaries involved in the evaluation.
Call One: Joint MFS II evaluations of international lobbying & advocacy
Proposals should focus on the three thematic clusters in which eight consortia are active: 1) protection & human security; 2) sexual & reproductive health & rights; and 3) sustainable livelihoods & economic justice. The main applicant should be a senior researcher employed by an academic institution.
Call Two: Joint MFS II evaluations of development interventions at country level
Research teams will be sought for evaluations in eight pre-selected countries: Bangladesh, DR Congo, Ethiopia, India, Indonesia, Liberia, Pakistan or Uganda. In each of these countries three categories of priority result areas must be addressed: 1) civil society, 2) MDGs & themes, 3) capacities of Southern partner organisations. Research teams must consist of a minimum of two parties. The main applicant should be a senior researcher employed by an academic institution. Applicants are encouraged to submit proposals for more than one of the selected countries. Please note, however, that evaluation team should include at least one party which is based in the country in which the evaluation is taking place. Applicants should note that they will have to work in close cooperation with a synthesis team (refer below) that will aggregate the results of the different evaluations at country level according to category of priority result areas.
Call Three: Synthesis of joint MFS II evaluations
Under this call, research teams for three studies are required:
- A study of capacities of Southern partner organisations in the eight selected countries (see call 2) by means of an online survey.
- A study of strengthening of civil society among Southern partner organisations in the eight selected countries (see call 2) by means of an online survey.
- Synthesis of the studies focusing on the three categories of priority result areas (civil society, MDGs & themes, capacities of Southern partner organisations) within calls two and three.
